何に対しての罰金ですか?
こちらに送り返すにしても、薬事法などで、注文した半数しかこちらでは受け取りが出来ません。
とりあえず何に対しての罰金なのか早急にご連絡お願い致します。

こちらに送り返すにしても、薬事法などで、注文した半数しかこちらでは受け取りが出来ません。Not sure about this line, in order it would be: this person sent back (a package?), Phamaceutical Affairs law (states?), because of only half the order this person can't send a receipt.
For the time being, it is urgent to get in contact regarding what is the penalty.

What is the penalty in regards to?
Even if you sent it back to us, due to pharmaceutical law, we could only take half of the ordered amount.
At any rate, we'd like an urgent reply as to what the penalty fee is in regards to.

Thanks guys....usually the customers mail is in English but I think this guy does wholesale and doesn't know much english so that's why we're having problems T_T

Hi Suzuki,
When the product was returned to us from Japan, we had to pay the shipping fee from Japan to New Zealand. This is the 'penalty' that was mentioned in the previous e-mail.
We will send the order in 2 shipments to make sure you receive the product, each shipment will be half the amount.
